NESET Analytical Report, 2017

Structural indicators are a powerful tool to manage change and bring about improvement in education systems, both at system and at school levels. Abundant work has been carried out at European level on issues related to raising quality and equity in education; on this basis indicators for early school leaving prevention and inclusive education could be developed for policy-makers and schools. The NESET II report investigates the possibility of developing structural indicators for early school leaving prevention and inclusive education:

  •  at national level, to be implemented by governments through strategic and cross-sector initiatives
  • at ECEC and school levels, to be implemented by schools and/or local authorities, in line with the national strategic initiatives.
