Dikensa Topi Gjokutaj

Dikensa Topi Gjokutaj currently works as Monitoring and Evaluation Manager for the program “Tirana – European Youth Capital 2022” (TEYC) at the National Youth Congress in Albania. 

Dikensa has been been working for public administration since February 2014. Since 2014, Dikensa has been focused on developing expertise in the field of monitoring and evaluation. Prior to joining the TEYC 2022 team, Dikensa worked at the Ministry of Education and Sports, where she held the position of Director of Policies and Strategies for the Development of Education, Sports, and Youth, as well as the position of Head of Monitoring, Statistics, and Implementation of Priorities. Dikensa previously held the position of youth policy expert at the former Ministry of Social Welfare and Youth (MSWY) developing youth policies and monitoring youth projects. She has also been in charge of designing and implementing of the National Program of Public Administration Internships run by Ministry of Social Welfare and Youth and Line Ministries. Besides her work in public administration, Dikensa has been teaching as an assistant professor on Social and Employment Policies, at Tirana University for 5 years.
